Starting August 11, 2025, new rules for obtaining an electronic digital signature (EDS) come into effect in Kazakhstan. The service will now be available exclusively online — through the e-government portal egov.kz or the website of the National Certification Authority at pki.gov.kz. This decision was made by the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan to strengthen the protection of personal data and prevent the issuance of EDS to unauthorized persons.


Why the procedure is changing

Until now, an electronic digital signature (EDS) could be obtained in two ways: online or by personally visiting a Public Service Center. This hybrid approach posed certain risks — for example, cases where a digital signature was issued in someone else„s name. The new procedure eliminates this vulnerability: access to the EDS will be granted only to the actual owner who has passed biometric identification.

 

In addition, the changes reflect the broader shift toward the digitalization of public services. According to the ministry, over 92% of EDS in 2025 have already been issued remotely. This confirms that the vast majority of users prefer the online format.

 

How to obtain an EDS now

The procedure for obtaining an electronic digital signature (EDS) has become fully remote. To get an EDS, you need to:

 

— Visit the website egov.kz or pki.gov.kz


— Submit an online application


— Complete a biometric verification: the system scans your face through the camera and compares it with the photo in the database

 

If the identification is successful, the EDS key is issued automatically without any involvement from Public Service Center staff. No additional steps are required.

 

What to do if biometric verification fails

The system allows up to five attempts to pass biometric verification. If all five attempts are unsuccessful, you will then be able to apply for an EDS through a Public Service Center. This option is enabled automatically — the operator can accept the application only after the system confirms that all five attempts have failed.

 

Options for users without internet access

For citizens who do not have the ability to use a camera or connect to the internet, self-service zones are available in Public Service Center buildings. These are specially equipped stations where users can complete biometric identification on their own.

 

Why this matters

An electronic digital signature (EDS) has full legal force and is equivalent to a handwritten signature. Any actions performed using it are considered official. That's why it is critically important that the key does not fall into the wrong hands.

 

The new procedure, based on biometric identification, minimizes this risk — only the actual owner can obtain the EDS. In addition, automating the process reduces the workload for Public Service Center staff and makes obtaining the signature faster, more secure, and more convenient.
