Starting September 15, 2025, Kazakhstan will launch zero-rating for key digital services. From that date, eGov, eGov Business, Aitu, and eOtinish will be available to users even with a zero or negative mobile account balance. This was announced by the Ministry of Digital Development, Innovation, and Aerospace Industry of Kazakhstan.
Why zero-rating is being introduced
The decision will ensure guaranteed access to public services at any time and, according to the ministry, will reduce the workload of Public Service Centers. Citizens will no longer need to worry about their mobile balance in order to use basic services.
Integration with private IT solutions
By September 20, it is planned to provide seamless integration of commercial solutions with government platforms through Smart Bridge. To date, more than 14,000 applications have already been submitted via this system, and authorities expect that removing barriers will strengthen cooperation between business and the state.
New rules for Qaztech
Restrictions for developers on the Qaztech platform will also be lifted. Previously, the cost of a single product could not exceed 15,000 MCI (monthly calculation indices), the implementation period was limited to six months, and the number of automated functions could not exceed three.
Digitalization of public services
According to the ministry, out of 1,408 public services, 368 are now fully automated. Another 984 have high potential for further digitalization, and 56 have already been transferred to a proactive format. By the end of the year, wider use of artificial intelligence in the provision of public services is planned.
